 Subject:  Plan to promote a participatory and inclusive business model in the EU
 Answer in writing 

The Basque and Navarre Parliaments have unanimously adopted the non-legislative proposals for promoting a participatory and inclusive business model. The proposal has been designed on the basis of the Basque cooperative experience and the dialogue between senior trade unionists and successful businesspeople. The objective is to compete for quality and innovation based on people.

The proposal seeks to promote participatory business management systems, business management training activities aimed for union representatives and employee participation in the results. It calls for public support to involve workers in capital, to identify best practices in tax policies aimed at promoting participation in ownership and results, to develop a method for assessing the implementation of the proposed model, to develop awareness-raising campaigns aimed at employers and workers, to honour companies whose implementation is outstanding, and to set up a register of participating companies to give legal certainty to the measures connected with their promotion.

1. Is the Commission familiar with the content of this proposal? Does it intend to develop any plans with similar objectives?

2. Does the Commission consider this to be an appropriate mechanism for promoting smart growth, as referred to in the Europe 2020 strategy?
