Question for written answer E-000421-19
to the Commission
Rule 130
Rosa D'Amato (EFDD)

 Subject:  Pollution in Salento
 Answer in writing

Residents of the municipalities of Presicce, Acquarica, Salve and Morciano, in Salento, have for months been forced to endure unpleasant odours.

Residents are once more starting to register complaints following the resumption of operations at the Ecolio2 power station (code IPPC 5.1and 5.3) located between Presicce and Salve. The company had been ordered by the provincial authorities to suspend operation of the plant in November pending authorisation to resume.

According to the company, the plant is being monitored in compliance with AIA requirements and there is no evidence of any connection between the unpleasant odours and the plant’s activities, since it is not the only waste treatment plant in the Salento area.

In Soleto, in the meantime, residents have reported yellowish rain and analyses of rainwater samples have revealed abnormally high amounts of heavy metals. Grecìa salentina is the area of Salento with the highest concentration of industrial plants, including some of the largest in the region; it also has a high rate of deaths from cancer.

In view of this:
1. Will the Commission check whether the Ecolio2 plant complies with the provisions of Directives 1999/31/EC and 2010/75/EU?
2. Will it indicate the most recent ‘Best Available Techniques’ (BAT) applicable to the Ecoli2 plant and say which rules Italy can adopt to address the phenomenon that has occurred in Soleto?
