 Subject:  ERDF ROP for Basilicata 1994-1999
 Answer in writing 

The ERDF ROP for Basilicata 1994-1999 financed 22 University of Basilicata research projects, of which seven were completed on schedule, twelve benefited from ‘unlawful extensions’ and three had their funding cancelled, necessitating repayment to the Commission.

The ‘extensions’ granted should be considered unlawful, as they were not provided for in the call for proposals and the Basilicata Region failed to apply the sanctions provided for, such as the revocation of funding with the repayment of all advanced sums together with interest, with the result that a number of projects were able to receive interim settlements for a number of years beyond the official deadlines.

The Basilicata Region did not draw up a single document on the extensions in collaboration with the Commission; rather, from time to time the individual manager of the Region’s department that managed the funds would grant an extension to the individual project manager who had requested one.

In view of the above, will the Commission answer the following questions:
1. Should the Basilicata Region have drawn up a single document on the extensions in collaboration with the Commission?
2. What are the reasons for the failure to revoke funding for the 12 projects that benefited from unforeseen extensions, given the fact that they were not completed by the dates set by the call for proposals?
