Question for written answer E-000506-19
to the Commission (Vice-President/High Representative)
Rule 130
Beatriz Becerra Basterrechea (ALDE)

Subject:  VP/HR — Murder and arbitrary detention of minors during the ongoing repression by the Nicolás Maduro government
 Answer in writing

At least two adolescents have been murdered during the ongoing repression by the Maduro regime following the swearing-in of Juan Guaidó as interim President of Venezuela. According to the NGO Criminal Forum, more than 70 minors have been arbitrarily detained by State security officials.

Ediluh Guédez Ochoa, Judge of First Instance of the 1st Court of Control, who is responsible for the criminal liability of adolescents from the State of Yaracuy, has admitted that she was coerced into imprisoning 11 young people for protesting.

In view of this situation, which is proof of the repression and widespread violence against children and adolescents in Venezuela organised by the Maduro regime and thus a blatant violation of the Convention on the Rights of the Child, I would like to ask the VP/HR:
1. Will the rights of minors who are victims of the repression be a priority in the VP/HR’s next series of measures and statements concerning Venezuela?
2. Will the VP/HR work together with international human rights bodies and the United Nations to investigate this matter thoroughly?
3. Is the VP/HR going to propose sanctions against those responsible for violations against children and adolescents in Venezuela?
