E-001017-19
Question for written answer E-001017-19
to the Commission
Rule 130
André Elissen (ENF)

Subject:  Commission continuing to ignore the Court of Auditors
 Answer in writing

Once again, the Court of Auditors has issued an extremely critical report. This time it is about legislative proposals from the Commission for the next Multiannual Financial Framework (MFF).

The Court looks back at the various comments and criticisms addressed to the EU’s co-legislators — the European Parliament and the Council — in the past year. These are intended for consideration in connection with the debate and decisions on the Commission’s legislative proposals for the MFF 2021-2027.

1. The Commission proposes that corrections should be made to budget contributions under the pretext of ‘administrative simplification’. Why is another attempt being made to extort yet more funding from countries like the Netherlands?

2. The Court proposes to appoint itself as an external auditor for all bodies set up by the European Union. What is the Commission’s assessment of this proposal?

3. Countries such as Hungary and Poland, which refuse to accept all the dictates of the Commission without question, are threatened with substantial financial penalties. What is the Commission’s view of the Court’s justified criticism that it is inappropriate to legislate on so-called ‘fundamental shortcomings’ in the field of the rule of law when no clear and specific criteria have been established in advance?
