As mentioned by the Honourable Members, on 13 February 2019, the Commission adopted a list of third countries with ‘strategic deficiencies in their anti-money laundering and counter-terrorist financing framework’.

Russia has been in the scope of the assessment of high-risk third countries and was included in the list of priority 1 countries that have been assessed in 2018(1). As of today, the information available does not indicate that Russia has strategic deficiencies in their anti-money laundering and counter-terrorist financing framework that would warrant its inclusion on the list of high-risk third countries.

Russia will be kept under further close monitoring and the jurisdiction will be re-assessed as soon as new and relevant information becomes available. According to public information(2), the Financial Action Task Force intends to assess the Russian Federation in October 2019.
