 Subject:  Setting-up of Instex
 Answer in writing 

On 31 January 2019, France, Germany and the United Kingdom announced the setting-up of Instex, a special purpose vehicle created to provide European firms with a means of trading legally with Iran in spite of the US sanctions imposed on the Tehran regime.

1. How are the Commission and the European External Action Service involved in the operation of Instex, and what are their respective responsibilities?

2. Do the participating Member States, or does the EU, plan to carry out an assessment of the activities of Instex and their effectiveness?

3. What guarantees have participating firms been given regarding protection against possible US sanctions, and what would the EU response be if US courts were indeed to impose sanctions?
