The Annual Economic Report on the EU fishing fleet(1) confirms that attracting young fishers is indeed a major challenge, caused among others by low wages and/or long working days and dangerous working conditions.

The Common Fisheries Policy shall ensure that fishing activities ‘are managed in a way that is consistent with the objectives of achieving economic, social and employment benefits’ and ‘contribute to a fair standard of living for those who depend on fishing activities’ (Article 2 of the common fisheries policy Regulation(2)).

The European Maritime and Fisheries Fund (EMFF) for 2014-2020(3) and the Commission’s proposal for the next Fund(4) include support for achieving these objectives.

In accordance with the rules set out in the EMFF Regulation, the EMFF can support professional training, lifelong learning, dissemination of knowledge and education. It may also support the improvement of health, safety and working conditions and the first acquisition of a second-hand vessel by young fishers.

In accordance with the principles of shared management, the Member States are responsible to set the eligibility rules and select the operations.
