Use of Structural Funds in Romania

A number of Italian companies report that when taking part in invitations to tender involving the use of EU funds in Romania, they found that local authorities were hostile to foreign companies.

In particular, a complex matter linked to three different invitations to tender necessitated by the construction of a motor sports facility in Cerghid (Romania) was recently brought to the Commission’s attention through a complaint (reference No CHAP(2018)03690).

The complaint states that the authorities responsible for managing the invitations to tender have breached a number of rules and principles of EC law.

Furthermore, the motor sports facility built in Cerghid (Romania) is marked by shoddy workmanship, is incomplete and does not resemble the initial plan financed with EU funds.

1. Has the Commission now fully considered complaint CHAP(2018)03690 regarding the complex affair linked to three different invitations to tender necessitated by the construction of a motor sports facility in Cerghid (Romania), and what is the state of play concerning the corresponding administrative procedure?
