 Subject:  Spain's continued breaches of the Water Framework Directive (Directive 2000/60/EC)
 Answer in writing 

The Commission has published its compliance assessment of the river basin management plans for 2016-2021, under the Water Framework Directive (WFD)(1).

The previous 2015 report included 37 recommendations for Spain, of which it has followed six, ignored seven and only partially complied with the remaining 24(2).

In the Ebro Delta, a biosphere reserve which also belongs to the Natura 2000 network, water quality has been deteriorating ever since sediment, which sustains the delta, has started to accumulate in the reservoirs of the Ebro River (E‐002125/2015). The ecological flow rate is paramount, but is being undermined by hydroelectric power plants and irrigation (see Written Question P‐000151/2016), in turn increasing groundwater salinity.

1. We must act now. Spain has set itself the deadline of 2027 for compliance with the WFD. Does the Commission agree with this time frame?

2. To this day Spain does not measure ecological flow rates. It ignores their impact on the delta’s reservoirs and has introduced no control indicators for both the water quality and conditions in nature reserves. Will the Commission take immediate action to protect the Ebro Delta?

3. The approval of drought management plans could mean further breaches of environmental protection standards, and the environmental constraints caused by insufficient ecological flow rates. Has the Commission assessed these plans(3)?
