The discussions in the Standing Committee on Copyright and Related Rights (SCCR) of the World Intellectual Property Organisation (WIPO) on limitations and exceptions for libraries and archives and on limitations and exceptions for educational and research institutions and for persons with other disabilities have been going on for many years now. They are aimed at understanding the issues and challenges at hand better and at this stage not at negotiating an international Treaty.

The European Commission speaks in this Committee on behalf of the European Union and its Member States. Every opening statement delivered during the SCCR, including the ones delivered at the 38th SCCR and referred to in the question, is the result of previous informal coordination with the EU Member States, in the framework of Council working parties and coordination on the spot in Geneva.
