 Subject:  Completion of the A 33 Asti-Cuneo motorway section
 Answer in writing 

In April 2018, the Commission approved Italian Government plans which provide for the extension of the motorway concessions held by ASPI and SIAS for the A4 TO-MI (Turin to Milan) and the A33 AT-CN motorway sections and release EUR 8.5 billion of investments; these investments would allow the 9 km missing on the AT-CN section to be completed, inter alia.

This decision, which enabled work to start immediately, was shelved by the new Italian Government in favour of a new solution that provides for a takeover compensation payment to be made as an alternative to the extension of the concessions. The new procedure entails a considerable lengthening of the timelines and raises a number of concerns about the protection of competition. However, to date, no alternative solution has been notified to the Commission and examined and approved by the Inter-ministerial Committee for Economic Planning.

These delays will have very serious consequences for the local economy, involving losses estimated at EUR 100 million annually, as well as causing considerable environmental damage; they also jeopardise the proper use of the EUR 398 million allocated by the European Union for the construction of the project.

In the light of the above, can the Commission say what progress has been made in the dialogue with the Italian Government about the completion of the project?
