The Youth Guarantee(1) Council Recommendation is addressed to all Member States and national Youth Guarantee schemes benefit from both national and EU financial resources.

In the 2014-2020 programming period EU funding support to the Youth Guarantee is mainly provided through the European Social Fund (ESF) and the Youth Employment Initiative (YEI). Together they invest over EUR 15 billion in youth employment measures, including relevant policy reforms.

The YEI exclusively targets young people not in employment, education or training, in the EU regions with the highest unemployment rates. In addition, the ESF also invests EUR 27 billion in mainstream education and training measures. Detailed information on the financial implementation and results to date of the ESF and the YEI programmes per Member State is publicly available(2).

The 2014-2020 ESF and YEI co-funded Operational Programme (OP) on Youth Employment (POJ is the main programme supporting the implementation of the Spanish Youth Guarantee scheme, with a total budget of EUR 3.6 billion. The OP is jointly managed by the State and the Autonomous Regions.

Around 85% of the budget has been mobilised in projects across Spain and 740 000 young people have participated. The Commission cannot provide data for each community as according to the applicable legislation Member States report at programme level but more details can be found in a recent national evaluation study(3).
