The relevant rules for the European Commission applicable to buildings are included in the following documents:

Manual of standard building specifications Luxembourg;
Manual of standard building specifications Brussels;
Housing Conditions Manual Part 1 and Part 2.

It is to be noted that the rules concerning the number of parking spaces are issued by the authorities of the Host Member States responsible for Urban Planning and Environment. Like most cities in the EU, strict rules are applicable in both Brussels and Luxembourg regarding the number of parking places that can be built or maintained in a building.

In Belgium, the Brussels Capital Region has adopted the COBRACE(2), with a view to limit the number of parking places, and therefore the use of cars, in order to improve the air quality.

In Luxembourg, the applicable regulation is the Règlement sur les Bâtisses de la Ville de Luxembourg(3) and the technical requirements established by specific regulations of the ‘Inspection du Travail et des Mines’(4).
