 Subject:  Guidance for whistleblowers at the Commission
 Answer in writing 

In 2012, the communication to the Commission SEC(2012)679 offered new guidelines applicable to Commission staff on whistleblowing, which serve as the implementing rules for the provisions of Article 22 of the Staff Regulations.

Could the Commission please present data relating to the following questions by showing an annual breakdown starting from 2013, and provide anonymised data that makes the distinction between internal (first or second option) and external whistle-blowers, as per the reporting procedures defined in these guidelines:
1. How many times did staff members file a request for assistance under Article 24 of the Staff Regulations, or a complaint under its Article 90, against a Commission decision in relation to their claim of being a whistleblower?
2. The 2012 Communication provides for the revision of those guidelines at the end of a three-year period. Did the evaluation and the revision take place? If so, we would be grateful if you would provide us with the relevant documents. If not, please indicate the reasons why the revision of those guidelines has been delayed.
3. Could it explain how it has raised awareness of the rights of whistleblowers among its senior managers, as per the guidelines?
