Ukraine is a priority partner for the European Union (EU) and the bilateral relations are based on the EU-Ukraine Association Agreement which is the main tool for bringing Ukraine and the EU closer together.

Ensuring that Ukraine lives up to the shared values and principles enshrined in the Association Agreement is of key importance. In this context, the European Union Advisory Mission to Ukraine (EUAM) assists with strategic advice and practical support the Ukrainian authorities towards reforming the civilian security sector, including the National Police, based on EU standards and international principles with the aim of achieving a civilian security sector that is efficient, accountable, and enjoys the trust of the public.

The EU's position vis-à-vis the EU-Ukraine relations, including on common values, has been recently expressed in the press remarks and statements issued on the occasion of the recent visit to Brussels of the Ukrainian President V. Zelenskyy(1) and at the EU-Ukraine Summit of 8 July 2019.
