Question for written answer E-002116-19
to the Commission
Rule 130
Esther de Lange (PPE)

Subject:  REFIT opinion on European procurement policy
 Answer in writing

Unnecessary regulatory burden and other obstacles involved in procurement procedures very often cause problems for businesses, care institutions and civil-society organisations. The REFIT Platform of the Commission and EU Member States for improving existing EU legislation has adopted an opinion on this.

1. What is the Commission’s assessment of the opinion adopted by the REFIT Platform on 14 March 2019 concerning European procurement policy?

2. Is the Commission of the opinion that evaluation of the European Procurement Directive (2014/24/EU) is desirable in the short term and, if so, when will the Commission report to the European Parliament on this?

3. In response to the opinion of the REFIT Platform, does the Commission intend to draw up guidelines to help Member States to find ways to reduce regulatory burden?
