No reference to winter gardens in Regulation (EU) 2018/848 on organic production

The new Regulation (EU) 2018/848 on organic production defines a veranda as follows:

‘an additional, roofed, uninsulated, outdoor part of a building intended for poultry, the longest side usually being equipped with wire fencing or netting, with an outdoor climate, natural and, where necessary, artificial illumination, and a littered floor’.

However, this definition does not take into account the specific properties of winter gardens, which are essential for the organic rearing of poultry and help to improve animal welfare.

Will the Commission explain why winter gardens, which are both humane and energy efficient, are not mentioned in the list of housing and husbandry practices included in the new Regulation (EU) 2018/848 on organic production?
