Question reference: E-002522/2019

The discussions between Member States referred to by the Honourable Member should be seen in the context of the overall efforts to stem irregular migration and to improve the situation surrounding the search and rescue events in the Central Mediterranean, as well as the ongoing work on the reform of the Common European Asylum System (CEAS).

As regards the solidarity mechanism, the Council is not in a position to comment on this initiative by a number of Member States.

As regards the CEAS, the Council continues to work on improving migration and asylum policy, including a reform of the CEAS, in line with the Conclusions(1) of the European Council of 28-29 June 2018 and the Strategic Agenda(2) agreed on by the European Council on 20 June 2019.

On 6-7 June 2019, Ministers held an exchange of views on the future of the EU migration and asylum policy. The debate covered both internal and external aspects of the EU’s comprehensive approach to migration, including cooperating with international partners, reducing incentives for illegal migration through effective returns, combating smuggling networks and reforming the common European asylum system.

On the basis of that exchange, discussions will continue within the Council over the coming months(3).
