The Government of Spain has indeed recently awarded the Grand Cross of the Order of Merit of the Guardia Civil to Abdellatif Hammouchi and Mohammed Haramou in the context of the cooperation between the Kingdom of Spain and the Kingdom of Morocco in the fight against terrorism and organised crime.

The awarding of these decorations by a Member State, which is a sovereign competence, does not affect the position of the EU with regards to Western Sahara and the respect of democracy and human rights, which are essential components of the EU's foreign policy, including in its relations with Morocco.

The EU position remains to support the United Nations (UN) Secretary-General’s efforts to achieve a just, lasting and mutually acceptable political solution, which will provide for the self-determination of the people of Western Sahara in the context of arrangements consistent with the principles and purposes of the UN Charter.
