The EU is aware of the pressure exerted on some human rights defenders in Cuba. This pressure reportedly can take many forms and has led some activists to decide to leave the country.

At the latest EU-Cuba human rights dialogue, held in Brussels on 3 October 2019, the EU expressed concern about the growing pressure on political dissent, referring i.a. to the detention of numerous activists during the High Representative/Vice-President Mogherini's recent visit to Cuba.
