 Subject:  Comparability of Europe-wide monitoring station sites under Commission Implementing Decision 2011/850/EU
 Answer in writing 

Commission Implementing Decision 2011/850/EU provides criteria for the positioning of sampling points for the measurement of air pollutants.

The study IPOL_STU (2019) 631055 on the comparability of monitoring stations within the EU has shown that the directive leaves too much leeway as regards the positioning of monitoring stations. It identifies a total of 22 passages in the Commission's instructions to the national authorities which are open to a variety of interpretations.

Annex II (D) (ii) to Commission Implementing Decision 2011/850/EU also requires that the Commission receive information on the assessment methods or, more precisely, on the fixed measurements in the Member States.

1. How does the Commission view the fact that measurements of air pollutants vary owing to differences in the positioning of the sampling points?

2. How does the Commission ensure the Europe-wide representativeness of the monitoring stations?

3. In the light of the study’s findings, how representative does the Commission believe the sites of the monitoring stations are, given also the margin of interpretation in the Commission Implementing Decision 2011/850/EU?
