Subject:  Closure of Vesuvius plants in Spain

A number of industrial plants and coal-fired power stations have closed in Spain in the last year, while at other sites production has been halted. All these closures occurred in regions that are already suffering as a result of a serious decline in their population numbers, a trend that needs to be addressed and reversed.

Vesuvius is the latest company to announce closures, which will affect its plants in Langreo and Miranda de Ebro and entail the dismissal of around 130 workers. The company, which is making a profit, has cited the rise in steel imports from non-EU countries as the reason for its closure.

Given these recurrent plans for closures in industrial sectors:
1. What will the Commission propose to ensure the EU has a genuine industrial policy that helps companies be competitive within Europe, avoids offshoring and fosters employment and energy prices at acceptable levels?
2. How can the Commission help Member States to curb the decline in population numbers in those regions that are more vulnerable to closure of companies and offshoring, especially industrial ones?
3. Will the Commission propose safeguard measures in regard to steel imports from China and Turkey?
