Compliance with the European Parliament resolution on Cuba, the case of José Daniel Ferrer (2019/2929(RSP))

Question for written answer E-004186/2019
to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy
Rule 138
José Ramón Bauzá Díaz (Renew)

On Thursday 28 November 2019, the plenary session of the European Parliament passed a resolution condemning the arbitrary arrest — together with three of his colleagues — of José Daniel Ferrer, leader of the opposition group UNPACU, and called on the Cuban regime to release him immediately.

That resolution also called for a meeting to be held on a ‘case of special urgency’ with the Cuban authorities to address the human rights situation, in accordance with Article 85(3)(b) of the Political Dialogue and Cooperation Agreement between the EU and Cuba, which also provides for the suspension of the agreement in the event of a violation of the human rights provisions.

In view of this:

Has the European Union called for an urgent meeting with the Cuban authorities in accordance with Parliament’s latest resolution?

In the event of continued arbitrary detention, suspicion of torture and other human rights violations vis-à-vis José Daniel Ferrer and the other UNPACU activists, is the European Union considering the suspension of the Political Dialogue and Cooperation Agreement with Cuba, as provided for in the agreement?
