Effectiveness of EU-funded return-to-work and job-creation measures by Campania’s regional government

By virtue of its decree DGR No 420 of 27 July 2016, the Campania Regional Government is drawing on EU funds (ESF ROP 2014-2020) for actions targeting goals under Heading I.8, namely to:

promote long-term good quality jobs;

support workers’ mobility;

facilitate placement in work and jobs for the long-term unemployed and for job-seekers who experience greater difficulty in finding work;

support people at risk of long-term unemployment, job stability and redeployment of workers caught up in crisis situations;

improve the efficiency and quality of employment services;

combat undeclared work.

All requests, even from institutions, for access to information on whether these goals have been met and how they have been monitored have been ignored by the Campania Regional Government.

It is impossible to say, therefore, how many people have benefited from training courses or redeployment measures, or even if the companies in receipt of these funds have simply benefited from free labour masked as training/employment.

This being so, could the Commission say:

How many contracts have been issued as a result of the measures planned in DGR No 420 under the 2014-2020 ESF ROP, and what types (fixed period, permanent, part-time)?

How many people have been helped and how have they been redeployed?

Who monitors the spending of the EU funds in question and how is this being done?
