Rule 138

 Subject: ECIPES Programme funding

The ECIPES Programme was launched by Moldova’s Institute for Project Development and Expertise (IDEP) for the grant of additional funding to the Republic of Moldova and other Eastern Partnership countries. ECIPES is one of a number of programmes centring on the use of IT and direct online platforms via Brussels, and is designed to create support programmes for final beneficiaries – individuals, entrepreneurs and local authorities.

It will make for a reduction in administrative costs and optimal implementation time and simplify bureaucratic procedures, the benefits of which will be felt by all beneficiaries. The programme could also be applied to the other Eastern Partnership countries, in prototype form, once it has been implemented and its impact assessed in the Republic of Moldova.

Could the ECIPES Programme be funded in the period 2021-2022 from the European Neighbourhood Instrument for the period 2021-2027?
