Major interpellation for written answer with debate G-000007/2017

to the Commission

Rule 130b

  Subject:              EU Army

President Juncker annually calls for greater integration towards an EU army. Last year he said to the Welt am Sonntag newspaper that an EU army would ...help us to form common foreign and security policies and allow Europe to take on responsibility in the world.

President Juncker then went on to say, ...with its own army, Europe could react more credibly to the threat to peace in a member state or in a neighbouring state and ...a common European army would convey a clear message to Russia that we are serious about defending our European values.

Is President Juncker referring to the same kind of global responsibility undertaken by the USA, i.e. failed and costly military interventions in Syria, Libya, Iraq, Afghanistan, Pakistan, Yemen and Somalia?

What exactly are the European values practiced by neighbouring non-Member States such as Libya, Turkey, Ukraine that President Juncker would like to defend?

If a Member State, or a faction within it, were a threat to European values or peace, would President Juncker use an EU army against such a threat and would secession constitute a threat to European values?
