Subject: Major interpellation - Abolishing UNRWA
 Answer in plenary

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) is a unique UN agency. It employs 30 000 people, almost all of whom are locals, and the number of international employees is practically negligible. There seems to be a lack of oversight over its accounting and actions, as its internal governance differs strikingly from that of other UN agencies. Nevertheless, the EU grants enormous financial and other types of support to this agency. This is worrying, as UNRWA has failed to distance itself from certain acts of terrorism. Furthermore, there have been reports claiming that certain UNRWA employees, even those working as teachers, have been actively engaged in inciting terrorist acts.

1. How much funding has the EU provided to UNRWA since 1998 (please list by year)? Given that s there have been a number of reports citing high levels of corruption and iniquitous spending among people involved with UNRWA, is the Commission concerned in the slightest about the appropriate usage of these funds?

2. Is the Commission aware that UNRWA buildings have been used to harbour terrorists, and store weapons, such as guns and rockets?

3. Would the Commission support UNRWA’s merger with the main UN body that provides aid and assistance to refugees, i.e. the Office of the United Nations High Commissioner for Refugees (UNHCR), for example, by refusing to renew UNRWA’s mandate?
