 Subject: Access to social protection for workers and the self-employed

As the world of work evolves, it is of great public importance that workers in non-standard forms of employment and the self-employed be given access to adequate social protection, which is crucial for the economic and social safety of the European workforce and properly functioning labour markets and sustainable social security systems.

With regard to the European Pillar of Social Rights and the recent Social Fairness Package proposed by the Commission:

1. How will the Commission’s proposed Recommendation(1) contribute to implementing the Pillar’s principles on secure and adaptable employment and adequate social protection, including unemployment benefits, access to healthcare and old-age income and pensions? Does the Commission think a Recommendation will be an effective instrument for implementing these principles?

2. What concrete steps will the Commission take to promote and support the implementation of the Recommendation and how will it monitor the progress made in the Member States?

3. How will the proposed framework fit in with other relevant initiatives such as the initiatives under the Social Fairness Package, the Directive on Transparent and Predictable Working Conditions and the ongoing revision of the regulations on social security coordination? How will the proposed Recommendation impact the portability of social entitlements between Member States?

4. How does the proposal take into account the variety of employment forms and different national social protection systems? Given the importance of the financial sustainability of social protection schemes, will the Commission consider making recommendations to Member States on adequate levels of investment?

5. How does the Commission envisage the role of the social partners in the implementation of this proposal?

6. How will the Commission ensure that the Recommendation does not disproportionately affect MSMEs?
