  Subject:  Progress during the 8th legislature regarding the area of freedom, security and justice

1.  How does the Commission assess the progress made during the 8th legislative term regarding the objective of the EU to ‘offer its citizens an area of freedom, security and justice without internal frontiers, in which the free movement of persons is ensured in conjunction with appropriate measures with respect to external border controls, asylum, immigration and the prevention and combating of crime’? (Article 3(2) TEU)

2.  How does it assess the progress made during the 8th legislative term regarding the specific objectives to ‘ensure the absence of internal border controls for persons’, ‘frame a common policy on asylum, immigration and external border control, based on solidarity between Member States, which is fair towards third-country nationals’ and ‘endeavour to ensure a high level of security through measures to prevent and combat crime, racism and xenophobia, and through measures for coordination and cooperation between police and judicial authorities and other competent authorities, as well as through the mutual recognition of judgments in criminal matters and, if necessary, through the approximation of criminal laws’? (Article 67(2) and (3) TFEU)

3.  What view does it take regarding adherence to of the founding values of the EU of ‘respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities’? (Article 2 TEU)

4.  How does it assess the institutional set-up governing the area of freedom, security and justice since the entry into force of the Treaty of Lisbon and its functioning?

5.  Looking towards the new parliamentary term and the upcoming anniversaries of the entry into force of the Treaty of Lisbon on 1 December 2009 and the ‘Tampere milestones: Towards a Union of Freedom, security and Justice’, adopted at the European Council meeting on 15 and 16 October 1999 in Tampere, what priorities does the Commission have for further EU measures?
