  Subject: Monitoring framework for the circular economy

Further to Parliaments call in its resolution of 9 July 2015 on resource efficiency: moving towards a circular economy – in addition to the commitments laid out by the Commission in its Action Plan for the Circular Economy of 26 January 2017 on 16 January 2018, the Commission finally published its communication on a monitoring framework for the circular economy.

1. How do the suggested indicators cover the full range of objectives and concrete actions of the Action Plan for the Circular Economy? How will the framework measure, monitor and verify the actual success of EU circular economy policies, in particular the actions listed under the section on production and consumption and in terms of strategic value chains and value retention?

2. How does the Commission plan to structure the information collected through the monitoring framework in order to monitor, report and review the progress towards the Member States achieving the UN Sustainable Development Goals (SDGs) in particular SDG 12 and its targets and concerning the decoupling of economic growth and resource use?

3. Could the Commission clarify how it will structure the dialogue with the Member States, Parliament and relevant stakeholders in order to continuously develop and improve the monitoring framework?

4. What is the planned timeframe for revising the existing indicators and for establishing new ones, such as on the impacts of consumption and for specific areas such as food waste and green public procurement?

5. What has the Commission done to follow up on the recommendations by its European Resource Efficiency Platform, including on the setting of ambitious, credible targets to improve the overall resource productivity of the EU economy, and what steps will it take in the future?

6. Can it explain how the monitoring framework will complement the analytical work of the resource efficiency and raw material scoreboards? How will these indicators, including the lead resource efficiency indicator, be integrated into the monitoring framework?
