In his speech at Parliament’s sitting of 15 July 2014, Commissioner Fule mentioned two initiatives designed to promote long-lasting solutions to the multiple crises facing Ukraine — one taken from the Normandy meeting of 6 June 2014, and the other from the Berlin meeting of 2 July 2014. However, the Commissioner failed to provide details on the steps the EU should take as a matter of urgency in order to further these efforts given the ongoing loss of lives, and the need to seek solutions that would encourage all parties concerned to find common ground with a view to bringing about an immediate cessation of the armed conflict and engagement in genuine negotiations.

— In the view of the High Representative, what should the EU be doing to actively foster such a process of pacification and mutual agreement between all the parties concerned ?

— What steps are the High Representative and the Commission taking to that end?
