In accordance with Article 23(3) of the Commission Rules of procedure, the Secretariat general, which is the department responsible for establishing the draft for a decision on the admissibility of any proposed citizens' initiative against the registration criteria set out in Article 4(2) of the regulation on the citizens' initiative, consults all the Commission departments with a legitimate interest in the draft, including the Legal Service.

Access has been given to all documents linked to the preparation of the Commission decision to refuse registration of the proposed European Citizens' Initiative ‘Stop TTIP’, including the opinions of the Legal Service, following a request to that effect under Regulation (EC) No 1049/2001 of the European Parliament and of the Council of 30 May 2001 regarding public access to European Parliament, Council and Commission documents. Upon request, they can of course be made available to the European Parliament.
