 Subject:  Final report on animal welfare inspections of the slaughter of animals in Belgium and interpretations in the press
 Answer in writing 

Article 4(4) of Regulation (EC) No 1099/2009 on the protection of animals at the time of killing states that the slaughter of animals without stunning, prescribed by religious rites, must take place in a slaughterhouse. The Flemish Minister of Animal Welfare, Ben Weyts, wishes to implement this regulation fully in the Flemish Region of Belgium and to prohibit the use of temporary killing floors.

The ‘Final Report on an audit conducted in Belgium (…)’ has just been published. Conclusion 49 of the report states that killing animals without stunning for the purpose of religious rites outside slaughterhouses does not accord with the regulation (…)

However, the recommendations no longer mention these temporary killing floors. As a result, there is speculation in the Flemish press. The newspaper De Standaard concludes, under the headline ‘Europa: Tijdelijke slachtvloeren voldoen’ (Europe: temporary killing floors are compliant), that the Commission is turning a blind eye to the use of temporary killing floors.

This interpretation is dubious, and calls for clarification.

1. Does the Commission still back the regulation on the protection of animals at the time of killing, and does it still support its full implementation by Member States?

2. In view of the lack of clarity in the final report on the audit conducted in Belgium, does the Commission intend to amend the legislation?
