Inclusion of a youth impact clause

The European Union has made youth and education one of the priorities of its strategy.

However, this commitment needs to be reflected not only in words but in action, which should not be confined to the work of the Directorate-General for Education and Culture.

In order to further increase the attention devoted to youth in the decision-making process, could the Commission imagine adopting a youth impact clause, which would make it possible to genuinely assess the likely impact of proposed legislation on young people in both the short and the long term, as part of the preliminary work on any legislative proposal?

Such an impact clause would make it possible to evaluate certain aspects more completely than hitherto, at an upstream stage of the procedure, for example to ensure that proposed provisions do not include any measures which discriminate against young people, or to ensure that legislation will enable young people to become more autonomous. The impact clause must involve more than merely identifying inequalities, and must result in the proposal of measures to promote intergenerational equality.

It is in the interests of the European Union to actively involve young people in decision-making, as this is a key means of encouraging their participation in the democratic process.

Similarly, can the Commission promise to give pride of place to organisations representing young people among the experts involved in prior consultations?
