Introduction of integration agreements for third-country nationals and extension of voluntary return programmes

Because of the massive immigration which occurred in Europe last year, issues of immigration and integration have been much debated within the EU. Although issues of immigration and integration are primarily matters for the Member States, the Commission could play a leading role as a communicator of best practices. However, the EU’s immigration policy must never prevent the adoption of effective national measures.

The multicultural integration policy, based on the principle that an immigrant retains the values and norms of his country of origin with the active support of the public authorities, has reached its limits. If immigrants form their own ethnic enclaves within the state, it is a source of crime, exclusion and social instability. Third-country nationals who come to the EU should be required to sign an integration agreement containing requirements to familiarise themselves with the country’s values, norms and language. An integration agreement should also be accompanied by a binding obligation to study and work. Failure to abide by the terms of an integration agreement ought without exception to result in revocation of the immigrant’s residence permit.

In some EU Member States, voluntary return programmes are available for asylum-seekers whose asylum applications have been turned down. If they return voluntarily, foreigners have their travel costs paid and receive a grant. The voluntary return programme in the EU should be extended to apply to foreigners who have been issued with residence permits and those persons with a migration background who are willing to return to their home countries. In view of the high levels of unemployment and crime among people in the EU with a migration background, as well as the formation of separate residential areas based on ethnic and cultural differences, and the increase in the risk of terrorism, support should be provided for voluntary emigration.

Will the Commission propose to EU Member States the introduction of an integration agreement and the extension of voluntary return programmes to include foreigners and people with a migration background who have been issued with residence permits?
