 Subject:  Cooperation and Verification Mechanism for Bulgaria and Romania
 Answer in writing 

For 10 years Bulgaria and Romania have been full members of the European Union, and yet they are still subjected to special monitoring by the European Commission regarding the rule of law and combatting organised crime and corruption through the so-called Cooperation and Verification Mechanism. This mechanism is discriminatory and its results are disputed, particularly considering that the reports from one year to another contain controversial and ambiguous conclusions. This instrument cannot result in the real and targeted reform which the EC insists on. The introduction of a pan-European mechanism for democracy and rule of law, applicable to all Member States, is required.

Therefore, it is very important that an analysis be conducted into the efficiency of the monitoring mechanism for Bulgaria and Romania. In this regard I have the following questions:
1. How many experts from the European Commission work on producing one report, and which Directorates-General do they belong to?
2. What is the profile of these experts (i.e. are they lawyers/do they have judicial experience or are they another type of expert)?
3. How much does the European taxpayer pay for one of these reports to be produced, including the preliminary work related thereto?
