The European Council guidelines of 29 April 2017 set out a two-phased approach to the negotiations. On 22 May 2017, the Council, in the light of the guidelines, adopted negotiating directives for the first phase of the negotiations.

The conditions for establishing new negotiating directives in relation to transitional arrangements as well as the procedural arrangements for the conduct of the negotiations are set out in paragraph 19 and part IV of the Council negotiating directives of 22 May 2017.

Finally, on 20 October 2017, the European Council adopted conclusions inviting the Council (Art. 50) together with the Union negotiator to start internal preparatory discussions in relation to the framework for the future relationship and possible transitional arrangements.
