Vested and conflicting interests in climate policy

There is evidence that clearly demonstrates a need to distinguish between non-state actors whose interests are fully aligned with the UNFCCC and the Paris Agreement, and those whose interests irreconcilably diverge from these.

Parliament made its position clear in its resolution of 4 October 2017 on COP 23[1]. Paragraph 23 states: ‘Welcomes the inclusiveness of the UNFCCC’s process; considers that ensuring effective participation requires that the issue of vested or conflicting interests be addressed; in this context, calls for all participants in the process to put in place guidelines or procedures that enhance openness, transparency and inclusiveness without compromising the aims and objectives of the UNFCCC and the Paris Agreement’.

Given this clear message from Parliament, what is the Council’s proposal for addressing this issue within the UNFCCC and at COP 24 in Poland?

Given the evidence available and the clear mandate from Parliament, will the Council consider introducing within the UNFCCC a policy that protects climate policymaking from conflicting interests, drawing from precedents around the world, including but not limited to Article 5.3 of the WHO Framework Convention on Tobacco Control?
