 Subject:  Breach of transparency requirements: Advisory Group for the Preparatory Action on Defence Research (E03523)
 Answer in writing 

According to the call for applications for the selection of members of Advisory Group E03523, dated 20 March 2017, DG GROW is to publish, on the register of expert groups, the names of individuals who are appointed in a personal capacity or represent a common interest, and the names of member organisations or other public entities.

DG GROW is also obliged to ‘make available all relevant documents, including the agendas, the minutes and the participants’ submissions, either on the Register of expert groups or via a link from the Register to a dedicated website, where this information can be found’. Moreover, ‘access to dedicated websites shall not be submitted to user registration or any other restriction. In particular, the DG GROW shall ensure publication of the agenda and other relevant background documents in due time ahead of the meeting, followed by timely publication of minutes’.

2. How can the Commission explain its failure to comply with all of its own transparency requirements, given that the status of this group is ‘active’ but none of the relevant documents have been published?
