The Commission thanks the Honourable Member for informing about the case of a constituent who was refused to participate in the project ‘Media informatics — your chance at success!’ at the College of Social and Media Culture in Toruń, co-financed by the European Social Fund (ESF) Operational Programme ‘Knowledge, education, development 2014-2020’ (POWR.03.01.00-00-N192/16), based on his incapacity to provide a parish priest opinion.

The Commission contacted the Managing Authority (MA) of the Operational Programme ‘Knowledge, education, development 2014-2020 (OP KED)’ and was informed that it has not received any direct complaint from a citizen who was refused to participate in this project.

Therefore, as the ESF is implemented under shared management with Member States, the Commission suggests that the constituent report his case to the ESF Department in the Ministry of Investment and Economic Development (MA).

The Commission would like to highlight that according to Article 7 of the regulation (EU) No 1303/2013 on promotion of equality between men and women and non-discrimination, the Member States and the Commission shall take appropriate steps to prevent any discrimination based on sex, racial or ethnic origin, religion or belief, disability, age or sexual orientation during the preparation and implementation of programmes.

The Commission is assessing compliance in this case with Article 7 of Regulation (EU) No 1303/2013 and has asked the Managing Authority to conduct a control of the recruitment processes within this project.
