 Subject:  Additional funding for BEST 2.0

The Overseas Countries and Territories (OCTs), as part of the European family, are eligible for support under a range of financial instruments, including the Development Cooperation Instrument.

With a view to addressing the environmental challenges facing the OCTs, as provided for in the declaration attached to the LIFE Regulation, in 2014 the Commission launched the BEST 2.0 initiative to safeguard biodiversity.

The number of projects involved (61 of the 130 projects eligible have been funded), their quality and the political support offered by the OCTs and the Member States to which they belong bear witness to the success of the programme.

The OCTs’ commitment to safeguarding biodiversity is also reflected in the sectors of concentration chosen under the 11th EDF, and in particular in the regional budgets.

Following its comments on the value of BEST 2.0, and given the high profile the programme has acquired through the involvement of a wide array of individuals and bodies in the OCTs, can the Commission confirm that it intends to make additional funding available for BEST 2.0 as a prelude to issuing new calls for proposals in 2018 and 2019?

If so, what sums will be allocated to the OCTs, which are globally recognised biodiversity hotspots and key players in regional cooperation?
