Under Article 51(1) of Directive 2014/23/EU(1) Member States were required to bring into force the laws, regulations and administrative provisions necessary to comply with the directive by 18 April 2016. However, many Member States were late with the transposition of the concessions Directive and to date three Member States have not completed the transposition. Given this situation, the Commission has not yet been in a position to carry out a horizontal assessment of the economic effects on the internal market of the exclusions set out in Article 12 of the said Directive, nor has it been able to set an exact timeline yet.
