Question for written answer P-004134-18
to the Commission
Rule 130
Lucy Anderson (S&D)

Subject:  European Maritime Single Window — environmental notification standards
 Answer in writing

While the Commission working document accompanying the proposed European Maritime Single Window Regulation (COM(2018)0278) acknowledges the importance of reducing emissions in the shipping sector, the primary stated purpose of the proposal is to ‘reduce the administrative burden on shipping companies’.

Although reducing administrative burdens offers clear benefit to maritime operators, it is critical that this legislation does not weaken environmental regulatory oversight.

With the above in mind, can the Commission explain how it will ensure that notification obligations regarding dangerous and polluting materials are stringently enforced?

Does the Commission anticipate expanding the categories of environmental reporting obligations, as part of its commitment to ensuring that the legislation’s technical specifications, standards and procedures remain at the forefront of technological advancement?
