 Subject:  Argentinian subsidised biodiesel exports
 Answer in writing 

Import volumes of Argentinian biodiesel to the EU increased massively following last year’s decision by the Commission to end anti-dumping duties on these products (the peak was reached in July 2018 with more than 222 000 tons imported).

EU producers have temporarily put production sites out of work, and even closed some factories, as they cannot compete against the volume of Argentinian subsidised exports on the EU biodiesel market.

On 21 September 2018, the Commission informed EU stakeholders that the anti-subsidy investigation, currently in progress, confirms that Argentina has introduced an illegal subsidy for its biodiesel. A logical consequence of this finding would be to take provisional compensatory measures.

At the same time, the US administration decided to protect its biodiesel market from ‘state export subsidies’ of Argentinian biodiesel, by imposing countervailing duties as from the start of 2018.

As a direct consequence, greater volumes of Argentinian biodiesel have entered the EU market, resulting in a critical situation for EU biodiesel manufacturers and farmers working with this sector.

What measures is the Commission taking to address this issue, and will it impose legitimate countervailing duties in the interest of the EU biodiesel sector?
