Question for written answer P-005666-18
to the Commission
Rule 130
Eleni Theocharous (ECR)

Subject:  Execution by Albanian security forces of Konstantinos Katsifas, a member of the ethnic Greek minority
 Answer in writing

Albania is currently seeking to commence accession talks with the EU. Against this backdrop, however, Konstantinos Katsifas, a member of the Greek minority, was recently killed by the Albanian security forces, which for a number of days refused to return the body to the family for burial and have only now done so, giving no plausible explanation. According to the victim’s relatives, he was executed in cold blood.

In view of this, will the EU seek a full investigation, i.e. one that is monitored by the European Commission and the European Parliament, to ensure compliance with the rule of law and respect for human rights, in particular the right to life? Should it emerge that the killing was unjustified, what action will the EU take regarding its relations with Albania and talks on its accession to the EU?
