 Subject:  Involving amateur radio enthusiasts in disaster protection
 Answer in writing 

Under Article 196(1) of the Treaty of Lisbon, EU action shall aim to promote cooperation between the Member States in disaster protection in order to improve the effectiveness of systems for preventing and protecting against natural or man-made disasters. Member States’ action at national, regional and local level in risk prevention, in preparing their civil-protection personnel and in responding to natural or man-made disasters within the Union should be supported and expanded.

Channels of communication are of crucial importance when disasters occur. The telephone and the Internet are just as vulnerable as the radio connections of the safety authorities because of overloading, power cuts and such, as is the mobile network, which is supposed to act as backup.

Amateur radio enthusiasts have both the opportunity and the knowledge to set up radio connections, even in difficult circumstances.

In many countries they form part of national civil protection bodies (FNRASEC in France, DARES in the Netherlands, A.R.E.N.A. in Austria).

(1) What form is the involvement of amateur radio enthusiasts in disaster relief planned to take at European level?

(2) What action is being taken to guarantee reliable channels of communication in the event of a disaster taking place in Europe?

(3) What simulation exercises are being planned by way of preparation?
