Question for written answer P-000017-19
to the Commission
Rule 130
Dimitrios Papadimoulis (GUE/NGL)

Subject:  Massive inconvenience suffered by Greek passengers on a Ryanair flight
 Answer in writing

On 4 January 2019, Ryanair, citing poor weather conditions, decided to divert FR8582, a scheduled flight from London to Thessaloniki, so that the plane landed in the Romanian city of Timișoara, almost 800 kilometres away.

Under Regulation (EC) 261/2004, an airline is responsible for designating an alternative airport in the event of an emergency, but Ryanair, obviously motivated by financial considerations, chose not one of the airports in Greece or in some neighbouring country close to Thessaloniki that was open for business, but the cheap airport of Timișoara. This was an irresponsible and socially provocative choice.

As a result, the passengers, including children, suffered a massive inconvenience. However, the Greek Government solved the situation by chartering an Aegean Airlines aircraft which transferred the passengers to Thessaloniki.

Having regard to Council Regulation (EC) 261/2004 and Ryanair’s great responsibility in this matter, will the Commission say:
1. How does it protect passengers’ rights where they conflict with the policies of low-cost airlines?
2. What initiatives will it take to ensure that the institutional framework genuinely puts passengers and the safe and fair treatment of passengers first?
