 Subject:  Violations of public procurement and competition law in Albania
 Answer in writing 

According to several media reports, there have been a number of violations of public procurement and competition law in Albania in connection with the creation of the new airline ‘Air Albania’ and the construction of an airport in Vlora. They point out that provisions of the EU-Albania Stabilisation and Association Agreement have been violated and that WTO rules have also been broken. According to these media reports, the relevant Albanian control authorities have subsequently failed to play their supervisory role properly.

1. Does the Commission agree with the assessment of these media reports that public procurement and competition law have been violated in this instance?

2. If so, what practical measures will the Commission take to ensure that Albania complies with and implements all the public procurement and competition rules in the abovementioned cases and more generally in the future and thus meets all its obligations under the EU-Albania Stabilisation and Association Agreement and WTO rules?
