Question for written answer P-001697-19
to the Commission
Rule 130
Carlos Iturgaiz (PPE)

Subject:  Priority additives in the Tobacco Products Directive
 Answer in writing

Article 6 (Priority list of additives and enhanced reporting obligations) of Directive 2014/40/EU on tobacco products stipulated that the Commission was to draw up, by means of an implementing act, a priority list of the 15 additives most commonly used by the tobacco industry. Manufacturers and importers were required to carry out comprehensive testing on those additives for the purpose of restrictive measures being introduced (banning or setting maximum quantities, depending on the additive) if the substances concerned had characteristics that increased the toxicity and addictiveness of the tobacco.

The Commission Implementing Decision was published on 18 May 2016. The Commission set a deadline of 1 July 2018 for tobacco manufacturers and importers to submit their reports.

1. If the Commission has received any such reports, when will it furnish Parliament with copies thereof?

2. When is the Commission intending to publish the reports, or make documents or summaries available to the public?

3. Is the Commission working on regulatory measures with regard to the 15 priority additives?
